1028-1094. Third son of Fujiwara no Yorimichi, adopted son of Tachibana no Toshitō. Though he only attained the low status of senior fourth rank at court, and the position of Director-General of the Construction Secretariat, he excelled in the skill of garden building. He is considered the compiler of Sakuteiki. He participated in the construction of many shinden style gardens, such as the one at his own mansion, Fushimidono.
